Politically, this program should be popular
on two fronts. First, it helps to augment the "ownership society" promoted
by the federal government and the Bush Administration in particular—the
affordable purchase of a home by a household that was heretofore unable
to do so and relegated to rental. This tends to dovetail with the industry
trend of increased homeownership versus rental housing. Second, on the
local level, it would increase the ratio of owner-occupied housing units
in any given community, which as a land-use and taxation issue is a generally
desirable outcome by local governments. |
